Pendulum Effect:You can discard 1 card; Special Summon 1 Level 4 or lower Fairy-Type monster from your Deck. You can pay 500 Life Points; banish 1 card in your opponent''s Graveyard. You can only activate each effect of "Serene Requiem" once per turn.

 

LORE:A graceful and welcoming reaper. When collecting the souls of the deceased, they will be welcomed by a warm and comforting aura.

So it is a Summoner's Art searchable Fairy-Type enabler... Though I like searchable enablers that give you a plethora of options to choose from as I would have more of a reason to experiment with some seldom seen cards... However, I don't think the Level 4 Fairy-Type is quite as deserving as one would think...The thought of those TCG player's that still use that god forsaken Scepter/ Sovereignty engine.... *shivers* That engine gotta get crippled somehow.

Maybe. Though, I've hardly seen anyone play them recently. And in OCG, this would be less of a problem. Plus, wouldn't a Level 5 Normal monster interfere with that?

This card's effect is iffy. Case in point, Fairy is a Type that can be awfully dangerous if given the right support to it, and can lead to abusive plays.

I mean, comparing This to something like Symphonic Guitaars; Guitaar has no real restriction behind what it grabs, as long as it's a member of the Archetype, but given the nature of the Archetype itself... Almost all of the Symphonics are dead cards. So you just grab dead cards from the Deck and hope to make them live. Add to it, it's also counterproductive to Basses(who is arguably one the better ones).

Then comparing This to, oh, say, Summoner Monk- Monk isn't easily searchable and the cost for it's effect being a Spell card in your hand gives it a higher price for what is basically anything in your Deck/has no real downsides otherwise.

This card, however, it's searchable and doesn't lose to things like Strike/Veiler(if for whatever reason you run it)/etc, and can start sheet with Scepter/Sov plays, Agent Venus + Shine Balls, hell, you could play funking Barrier Statue of the Heavens against any non-LIGHT Deck, and utterly shut them down while it doesn't effect you at all.

 

TL;DR you are playing with fire.
