If you use an opponent's Xyz Monster as Xyz Material for the summon of this card, all other Xyz Materials must be Toon monsters you control. Shouldn't Odd-Eyes say it ignores Summoning conditions for the Pend effect? Assuming, of course, you want to stay consistent with Red-Eyes and Dark Magician, who also ignore Summoning conditions.

Also I find it amusing how you took Toon Neos and revamped it slightly, while also using the name suggested that I mentioned in that respective topic.
