So, let's do some math.

 

Your opponent destroys your monster. You're down 1 card.
 

The effect triggers and you pop a card. You break even.

 

Then you draw a card. You're up 1 card.

 

Essentially if you have this card protected, your opponent trying to punch through your defenses eventually results in them just being very, very discouraged from continuing after the effect fires off the first time. If you are ballsy enough or are running Gustos, you can slam your monsters into your opponent's monsters to clear out their field and amass a large hand advantage, and any monsters you drew on the way you can suicide for more cards and more removal.

 

And this is before we account for what those monsters do when Special Summoned or when destroyed by battle, or when multiple copies of this card exist on the field. In the right hands it becomes one hell of a power play.

 

Just having this effect trigger a maximum of once per turn per copy should be enough.
