Since you have monster(s), you should have "return that monster(s) to the top of the deck". As for the actual card, I think it's a little powerful. Quite a few monsters below 2000 are Pend Summoned regularly, and stacking them all at once on the top of the deck can really brick it up. One card is bad enough, but multiple cards at once is REALLY powerful. And with that, it can be reused. I think something like "When your opponent Special Summons a monster(s) with 2000 or less ATK: Return one of those monster(s) to the top of the Deck." works better.
