Ok, so this is an easy Level 2 Tuner for Spellcaster decks. It allows Dark Magician to make Azure-Eyes, but I'm not sure how much they want that. Interesting.

 

Quick OCG/PSCT fix:

 

If you control a Spellcaster-Type monster: You can Special Summon this card from your hand. You can only use this effect of "Winged Witch" once per turn.

Ok I like this because you can just drop it to the bored for Synchro plays. It wouldnt do much in the current meta. But it would add another element to Pend Magicians or Any kind of -Pals deck. Beyond that it's just a simple card, it doesn't make anything broken so good design

The card is too bland IMO. This is just an idea, but you could spice it up with an Yang-Zing-ish effect; that is, if it's used for a Synchro Summon, grant that Synchro Monster an effect or boon. You could make said effect apply on Xyzs and even Fusions as well, or alternatively on the Summon of an Spellcaster-Type monster, including Tribute Summons and possibly alternate Summoning conditions (e.g. Toon Dark Magician Girl).

I don't know if you remember, but most monsters that give any sort of boon don't self Summon.

Uh, you ask for suggestions, I decide to give you one, and you reply by calling me slow and questioning my memory?

Yes, I read that last question; my first line was more of an opening statement and letting you know that I agree the card is missing something. As for the reply on the second quote, I was basically telling you that you can get away with such boon, even if the monster has a self-summoning effect. Keep in mind is doesn't have to be a big one; it could very well be something small such as a "that monster gains 300 ATK/DEF".
