It wouldn't be hard to make significantly less bad rares and mythics, but commons and to a lesser extent uncommons can't all be great or even necessarily good. Not because players need to be able to learn how to tell good and bad cards apart, but because it creates an environment where players can buy fewer rare cards (meaning fewer packs need to be bought) and compete more than reasonably. Wizards wants everyone to have a chance to succeed I'm sure, but they need to be able to sell product which means better cards MUST be less frequently opened so more packs need to be opened to meet demand. I would like for more cards to be playable, but I think it's less likely to happen than the other two points simply from the sales perspective.
