They act as a combination of Monarchs and Qliphorts, but more slow and controlling. Their types allow you to tech in search cards like E-telly, Rota, and Summoner's Art. Notes on the monsters: From an initial glance through, there were some general things that struck me that I thought I'd note before getting into the cards themselves. First, their LIGHT typing. Opens Honest (though that doesn't really look like it would really help move the deck forward), and also Brilliant Fusion. BriFu definitely looks usable as you could use Lazuli as a way to pseudo-search the two normal monsters. Second, the types. Some of the level 3s appeared to be warriors/psychics allowing further consistency using E-tele and RotA (reminds me of Super Quants a bit in that respect). Third, Monarch/Vassal stats. This... is actually kinda important considering you want to Tribute Summon the big guys and, of course, that's Monarch's schtick. Edea also becomes another strong target for RotA. Last, "when this card is tributed". This phrase seems to be on all the level 3s. It is a mechanic that really hasn't been explored enough imo (ignoring Cyber Angels since they are pretty heavily focused on LIGHT Fairies/Rituals). However, there are some pretty good cards that tribute and would trigger these: Enemy Controller, Painful Escape, Horn of Heaven, Monster Gate, and of course Ritual Spells, just to name a few. Now, this point might be moot if their tributed effects aren't that good, but it is a point to look for. Recruiter: This... looks very familiar. Scout? Is that you? You gave up the power of a devil to become a member of the illuminati? Wait... nvm, that actually does sound believable. Anyway, jokes aside, this is just Scout in a spellcaster wetsuit, with the plus that it is unlikely to get destroyed the minute it is set as a scale thanks to its protection effect. Fortress Beast: ...(Repetition IS the essential comedic device according to Wikiapedia, so...) Monolith? Is that you? You gave up the power of a devil to become a member of the illuminati? Wait... that joke still isn't funny? *Cries in a corner* Again, this is Monolith, except it's a Rock. Again, good target protection is good. Not much to say, really. Onlooker: Hm. Interesting. I'm guessing you were inspired by the all-seeing eye. As for the card itself, it seems like it'll almost be used exclusively as a monster rather than as a Spell. Even so, it doesn't seem that strong. On the plus side, your opponent can't Trap Hole your stuff if this card is among the monsters summoned due to this card's "uninterruptible" effect, which might be some nice protection. Psychic for E-tele summon which looks like it'll help for getting stuff for the tribute summon. Precursor: Ok, I think I'm getting this archetype... but damn, both its effects initially seemed really good. Its Pendulum effect in particular looked really powerful, but on second look, I guess it's balanced enough. Unless you already had materials on the field, you're essentially giving up a turn (including a Normal Summon) to out X face-up card. Hmm... the second monster effect is... well, this is the type of effect I'd noted in my preliminary rundown. However, it doesn't hit the hand or affect cards on the field, but it can completely kill the opponent if you hit the right card or you could kill outs like the 'geki/twin twisters. I think it's fine, maybe pushing the boundaries a bit considering it's off any Tribute, not just a Tribute Summon. The first effect is ok. It's "technically" a one for one trade with your opponent, but you could knock out their most powerful card, so it's not exactly 141. Regardless, seems... "fair", I guess, considering you need a tribute summoned monster out first. Devotee: Protection for the Tribute Summoned monsters is nice, but it seems a bit out of place compared to the others' P-effects. As for the monster effect... this DOES hit my initial concern, especially since it doesn't have an OPT. It is just like Cyber Angel Benten, except it can be Normal/Pendulum Summoned. At the very least, it could use a hard-OPT. It's second effect helps if it becomes Xyz material. It is also another viable target for Brilliant Fusion, but honestly, the second monster effect doesn't seem like it'd be used as much, depite the posibilities it opens up. Demolisher: Ok, here's the face-down counterpart of Precursor. THIS particular Pendulum effect is too powerful. Whereas Precursor basically shut down your turn to out any face-up card, this one essentially outs any card (without targeting), face-up or face-down, with just a single discard + it gives you knowledge of your opponent's set cards. It completely outclasses basically any of the other Illuminati cards' P-Effects. That effect I strongly suggest you tone down significantly. As for the monster effect... I think I might need some clarification. Was this supposed to allow you to call something to be able to destroy anything else? If so, that is too powerful considering, again, the amount of cards that you can run that facilitate tributing, especially since this effect doesn't target and can hit monsters, spells, or traps. Generally, this card needs a full rework, considering the potency of both its effects on top of its type/stats. Panopticon: Huh... I'd never heard of a panopticon before. Interesting stuff. Onto the card. The P-Effect just seems there. It's solid, they either waste a S/T removal card or skip their Battle Phase. The monster effect is more interesting, though imo it's not particularly strong considering the effort to get this card out. On the plus side, it can be Pendulum Summoned with little downside and it is essentially a searchable Monarch. As one of the Tribute Summonable bosses of the Illuminati, it seemed a little anticlimactic, honestly. Enforcer: This card's P-Effect looks to be more in line with the archetype than Panopticon's. It seems helpful especially if you're pushing for game. It's monster effect is also more potent than Panopticon's and it also allows outing of basically any card. Honestly, this card might be too much just because of the "ease" of summoning 2 tribute monsters nowadays. Since that last effect isn't contingent on anything, it can be brought out in another deck to out anything. Not only that, but since this effect hits the deck and hand, you'd get to confirm that they did so by looking at their Hand/Deck (which makes its first effect largely obsolete). On the plus side, this card is a glass cannon. You're unlikely to get its effect off more than once and using this in a non-Illumanati deck means it's unlikely you'd be able to recover it, but depending on what you're facing/what you hit, it might still be totally worth it. Personally, I might suggest swaping some of Enforcer's and Panopticon's effects, just so Panopticon doesn't come off as useless as it does now. Propaganda: Aside from being negated by MST, Propaganda is strictly better than Mind Crush/D.D. Designator. Maybe there should be a greater downside to a miscall, especially considering this deck's whole gimmick is gathering info on the opponent. The second effect seems fine. Confirmed: A second-turn card. Helps push their early game. Personally, I feel it is less useful for the deck than E-Tele/RotA and (maybe) One-for-One, just because of its condition. It's second effect seems unlikely to ever get off considering scales and the fact that they are heavy in both on-field spells & continuous traps. Might I suggest giving the Graveyard effect the same condition as the Continuous Traps: "while you control no cards, except "Illuminati" cards."? Goggles: I was kinda wondering if I'd see an equip spell when I first saw Scout and Monolith, I mean... Recruiter and Fortress Beast. Anyway... same attack boost as Saqlifice, but protects from card effect destruction and recycles instead of searches. I mean, I think Saqlifice does a much better job at what it does then this card. It helps grab back Propaganda/Confirmed/used Traps, but it's slow and just isn't a priority. It does help get back Solemn'd cards as well which is something. Brainwash: Powerful floodgate that discourages the opponent's S/T destruction. However, it hinges entirely on Tribute Summoned "Illuminati" cards. This + either of the 2 tributes spells game for a lot of toolboxy-type decks (PKBA, Speedroid, R4nk.dek, etc.) but can't stand up to decks that put out bigger beaters. And, of course, it still loses out to S/T. Either way, it seems like a card you'd optimally want to get on the field with one of the 2 tributes, but can be triggered as a stun tool when needed. And, of course, it pays for itself, which helps its inherent slowness. Embargo: Considering how effectively the monsters deal with Traps, I guess it makes sense that this only hits Spells. Pretty much everything said for Brainwash applies here except the other way around of course. Brainwash seems more useful in today's meta, but this one is really good as well and doesn't hinder your plays at all. Mat Block: Despite the focus on tribute summoning the Illumanati monsters, there really isn't an easy way to do it in-archetype. You'd have to use outside tools to make these cards live early. Otherwise, you play a grind game. This card works with the first deck type and feels reasonable if you're putting that much effort into getting the monster on the field in the first place. I guess the main issue with this is it isn't easily made live and it's a terrible draw. Basically, this is a power card in an area they don't really need it. Last thoughts: I kinda hit on it when talkin' about Mat Block, but this deck has 2 main playstyles: 1) hit the opponent's key cards and watch them be unable to stop mass Pendulum Summons. Drop one of the 2-tributes for game end. 2) Turbo into a 2-tribute "Illumanati" + sit on the floodgates while beating face. Those playstyles, of course, are for the deck by itself. As for outside interactions, the level 3s make a pretty useful Ritual engine with the Djinns (and, to a lesser extent, a Tribute Summon engine, using enablers like E-Tele/Illuminati Confirmed). I'd already stated my nervousness about Enforcer being used in other decks.
