When a Ritual Spell Card is activated: You can negate the activation, and if you do, Special Summon this card (from your hand). If this card is Special Summoned by this effect: Inflict 2000 damage to your opponent. Once per turn: You can reduce the ATK and DEF of all other monsters on the field by 1000.

Yeah, this card literally screams "screw you Cyber Angels, Nekroz and really some other heavy Ritual Decks". Oh wait, Nekroz are still classed under metagame for right now. In any case, it's a walking 28/23 that's a free SS for negating a Ritual, does heavy burn and also weakens other monsters. Even if it is restricted to certain Decks as a counter, it does WAY too much. That, and factor in generic Fiend support. 

 

Lower its stats and take off the heavy burn (if you insist on keeping said burn, then lower it to 800 or something).

Oh hey, it's the Mara from when the summoning ritual for it screwed up!

 

The stat debuff is a bit too powerful, allowing it to win direct battles with anything less than 3800 ATK. Mara didn't even have Debilitate in his boss battle then. That, and the really strong burn when it gets Summoned - I understand it's designed specifically for certain matchups but this is a complete blowout in said matchup.

 

I recommend reducing the strength of both its base stats and its debuff effect, if you're still retaining it. I'd say 2300/2300 is fine (which is also his max HP) and its debuff strength lowered to 500 points. Remember that once you enter the 2000-3000 range even the smallest increments of stats drastically change what can and can't win against it.
