LORE:1 DARK Tuner + 1 or more non-Tuner Dragon-Type monsters
Negate the effects of all monsters you control, except DARK Dragon-Type monsters. Once per turn: You can place 1 Kageryu Counter on each face-up monster your opponent controls. You cannot conduct your Battle Phase the turn you activate this effect. If you do, during the next Standby Phase: Banish the monsters with Kageryu Counters, and if you do, Special Summon 1 DARK Dragon-Type Synchro monster from your Extra Deck.

Nice card. Let's elaborate as to WHY.

 

First off, because it's easy to summon.

SHUT IT YOU. Because the rest of the meta refuses to realize Red-Eyes' existence doesn't mean you have no way to this. Red Rising makes it. Ultimaya bridges to it (and nothing else afterwards, but this is DARK Ultimaya anyways, soooo.....) And Tuning Gum can easy make a Red-Eyes build into KDH access-worthy (and safe-keep it, too.) 

 

Now to what the card does itself. Banishing monsters on the (next?) Standby Phase after slapping a Kageryu counter on them, and bringing out another DARK Dragon Synchro when you do? Sensational. This effect on a 3K ATK/DEF body, so unlike its Ultimaya estranged cousin, it can actually stand up in a fight? Better! And...well, that's actually it in a shellnut, but GOOD GAWD AL-MAH-TY. 

 

That this card can bridge into the DARK Dragon Synchro Race is so degenerate (in a good way tho.) THE ENTIRE Red Dragon Archfiend race at your beck and call? (ESPECIALLY ABYSS, which is effectively the good part of CyDra Infinity mixed with the good part of Shura the Blue Flame) Both Diabolic Dragons, including the normally unwieldly Beelzeus? VOID OGRE DRAGON. The possibilities with Kageryu is so busted. It really is DARK Ultimaya. And that's awesome. 

 

Some issues though. I have no idea which Standby Phase this whole chain of busted starts with, which can make all the difference. If you're up for it (and you don't have to be on my account) 

that effect's errata (if you're planning on hitting this on the next SP) would be as follows, I believe:
