Being a tuner can justify it, and it also targets cards, not monsters, so if a spell/trap card changed its name, this card would definitely work very well. I probably just worded it oddly because I wanted the effect to fizzle out if the targeted card leaves the field before Counterfeiter resolves. I'm not sure if it's worded right for that though...
