So she has the purpose of being used primarily a quick Synchro or Xyz play from the surface since the halving ATK thing could leave the monster in an undesirable state. Though I am sure with the halving ATK thing to summon her you could probably offer you some interesting plays by itself, I'm leaning on these two for that if you can get them in the state to not be destroyed by battle, you can do higher reflection damage.

Now the 2nd effect... It is a kinder way to put it a weaker Injection Fairy Lily effect.... It does have applications, but it would be if you are in a usually unfavorable position where you have to play defensively when you can't make a play to push. More to be said, your opponent is probably not going to want to attack her anyways unless they have an answer to her... With that in mind, she could buy you time in some cases, but with the game state as is... Stalling will only get you so far in most cases. You could probably make her 2nd effect happen on your turn as well for her to have a more defined niche when a woman needs to do some work on her own. ;)

I'm almost side-glancing at a card like this because it can easy bring up some degenerate R4NK plays, but really, that deck's not all its cracked up to be since resident Infinity gateway drug Tellarknight Tolemaeus got the banhammer. 

 

But halving the ATK of the first monster it battles per turn? That can set up some degeneracy if you can stack up the attacks. May work like a more convenience-oriented Juragedo. Halve the ATK of some worthless thing you've got, Summon, this, go into something bigger-by Tributing or Material-utilizing IDK-and go for broke. My favorite-and probably most busted combination-is to do this somehow with Odd-Eyes Pendulum Dragon, or Blue-Eyes Chaos MAX. Make OTKs a consistent threat.

 

Anyways 9.4/10, including my love o'that artwork.
