I thought it would be interesting to make a card that supported situations where you would have an equal scale. The name is a pun on the word pandemonium, because the scales are all whack.

If the Pendulum Scale of both cards in your Pendulum Zones are the same: Special Summon 1  Pendulum Monster from your hand or Deck.

Seems a bit slow to me, in all honesty. The destruction at the end isn't required, as the card itself, while potentially being more than a slow +0, is just that: slow. 

 

While there are some situations where I would want to use this in decks, especially if I draw 5 cards which are all the same scale, this card would hurt consistency too much to really fix that problem, considering it only summons one, takes a turn to activate, only works in a specific scenario and is vulnerable to destruction before then. I wouldn't really use this in most Pendulums deck, which are built for speed, although I do love the idea.  Perhaps a Quick-Play Spell instead?

I agree with the above. Make it Quick-Play and not destroying the monster and it may be worth of running it; and even then, I still think there may be better cards to run before this, namely the usual staples.

Hold on... oh, it Summons from the Deck, not the Extra Deck, so there is some value there as a searcher. Still, you are giving up your Pendulum Summoning capabilities... unless you are Metalfoes or something and you can set equal scales after Pendulum Summoning. But still, I think the above suggested changes should be fair enough.

Alright, forgive the other posters, apparently we've all collectively forgotten about Majespecter Unicorn's existence (and considering its broken-ness, who wouldn't) Seriously, bringing that out with this'll be the main crux of this card regardless of what you do with it. But you said you wanted improvements on the design, Zaziuma, and I aim to please.

 

So here's my main three. 

 

  1.  Give Pendelmonium an alternate condition to it that allows it to work on your turn. This should allow it more utility, though the condition it'd need to fulfill is up to you. If you do, just remember the format: 

     

    ________________________________, you can activate this card the same turn it was Set.

    Now, my personal pick would allow this to occur if both Pendulum Cards were originally Normal Monsters. Give a boost to the vanilla Pends decks (coughDraconiacough), soups up Metalfoes without it being wholly insane (aside from Bismagia and Volflame, of course) and considering both Zones are the same, may not even break Magicians. (Though wasting the Zones on two Dragonpits may cause a few of them to tear their hair out. But at least it offers more utility and benefit for the resources a Pendulum deck needs to put on the table to be good. (and why Dova's right when he said the Pendulum's main need to be good is speed.) 

  2. Allow it to summon Pends from the Extra Deck. Yes I know, this may be a bit much at the stage, but if you go this route, I suggest you chuck out the hand-Summoning method/and or put a Level limit on Pendelmonium. The reason I implore on this front is to do something only Pendulum Reborn before it has done-tutor out Level 1 Pendulums from the hard-to-reach Extra Deck. Metalfoes Bismagia, D/D Kepler and those new Pend Magicians coming out at your opponent's turn helps mitigate the awkward conditions and slow start of Pendelmonium. Especially since the first two can pay for themselves. Hello Contracts, more Metalfoes, more Magician's in hand, it's like we've done this before -O WAIT WE DID.

  3. Have Pendelmonium do something if it's destroyed. T'reason I more often than not Set Special Schedule in my Train Deck is because it baits out my opponent and/or can be triggered by Hustle Russle-which I ALSO RUN, to my peers' eternal discontent. In short, there's such a time when you use as back row what you would ordinarily use for combos. And Pendelmonium can easily fit the bill. Just have it trigger off an effect when its Set, preferably on the same conditions as Pendelmonium's other effect. Maybe one that let it summon out one of those Pendulum-Scale sharing copies, to replace it with another from, say, the hand or Deck? See, NOW we're cooking with fire. And the destruction trigger means some decks can work well off of it to work the Scales to their advantage, even as they're the same. Say, Summon Ariadne when there are 2 in the Zones, then replace it with, say, Master Pendulum, bomb the other Araidne, search up a counter trap, Set it, restart the Scales with something else, say, 5 Scales, and Pend Summon the Ariadne-as well as some other Lev4s-back, PWN. FACE.

 

Anyway those are my three takes. For the card as is, it's a nice way to tutor out those Summon-triggered Pendulum Monsters, even if the Scales aren't in your favor (sure Symphonics, Zefras and Abyss Actors would like the help.) Do with it what you like. But its a great start, no matter what anyone says.

Well, in that case Majespecter Kirin is the problem, not this card. But if summoning Level5+ Pendulum Monsters straight from the Deck at the "cost" of locking your Pendulum Summon (although decks like Metalfoes should be able to unlock themselves with ease) is that much of a concern, I suppose you could add a Level limit of 4 or lower when summoning from the Deck. That should also keep he card safe from being abused by any other high-Level Pendulums.
