If this card is in your hand or Graveyard: You can target 1 face-up monster you control with a Level higher than this card's; reduce the target's Level by this card's, and if you do, Special Summon this card. You can only use this effect of "Consumer of the Ocean Floor" once per turn.

This card is a Level Eater variant, however Level Eater is not banned in the OCG due to new-found abuse and to be honest it always had that potential with those decks that could Summon it like 15 times in a turn. As a result, this is hard OPT, but a more sizable DEF to make up for it (within reason, there's only so high a Level 4 can go after all).

The idea is that, just like with Level Eater, only Level 5+ can use it, but the Level drain is bigger and therefore less refined (in theory).

I also had intended a little bit of combo-ing with ATK/DEF switchers like Inverse Universe (yes yes, I know nobody uses them but it'd be fun).

I was debating on if I wanted to make it a Level 4 or if I wanted to go for a higher drain requirement. I mostly was torn between 4, 5, and 6, the latter which would have an actual ATK stat, but it also sounded a bit cheap to have something like a self-revived extra Summoned Skull-sized monster just because you made a Level 7+ Synchro.

Oh btw, another casual use: Gravity Bind.

You should make it WATER for Bahamut Shark :v

I like the concept of Level Eater done right, but for some reason the card being Level4 makes me wary of it, because of how the game revolves around Level4s (it's the highest Normal Summonable Level, Rank4s, etc.). IMO Level5 or 6, without stats appropriate for its Level to remove the issue of it having too much ATK, or at least give it good DEF values, will make the card more skillful to play as you wouldn't be able to use it as fodder for an Xyz Summon that easily.
