20AP-JP009 Shiro no Veil / White Veil
Equip Spell Card
(1) If the equipped monster battles, your opponent cannot activate Spell/Trap Cards until the end of the Damage Step.
(2) When the equipped monster declares an attack: You can negate the effects of all face-up Spell/Trap Cards your opponent controls until the end of the Damage Step.
(3) When the equipped monster destroys an opponent’s monster by battle: Destroy all Spell/Trap Cards your opponent controls
(4) When this face-up card in the Spell & Trap Zone leaves the field, you take 3000 damage.

i forget,whats spell speed again?

Like Harpie's Feather Duster is spell Speed 1, you can't chain it normally, and chain-able traps can be activated in response to it

 

A SS2 card would be like Twin Twister, that can activate on your opponents turn and stonewall their backrow and/or pendulum scales without waiting a turn

 

Duster and this card are strong, but slow

Unless you're doing the aforementioned Prime Material Dragon stuff, you're going to usually drop this when you're intending to push for game. If the activation is negated, you don't take the damage, because it's not face-up on the field until the activation resolves. Effects are downright amazing, with a brutal drawback. Your typical "high risk, high reward" kind of card. I like it.

when it says "destroys and opponent's monster by battle" it's referring to the opponent of whoever controls While Veil, not whoever controls the equipped monster. Since a monster your opponent controls cannot destroy another monster they control by battle, there's no way to trigger the (3) effect if you equip it to an opponent's monster.
