Chanting Summoner of the Ice Barrier

I saw this image, and I had to make an Ice Barrier monster, but not just any old Ice Barrier monster. I had to make Ice Barriers great again (oops), so I made a monster that Special Summon itself during either turn, and if you did that or while already on the field, you can Synchro Summon just about any Synchro Monster you like, but you have to specifically use Ice Barriers from your Deck, hope you like it.

Effect: During either player's turn, if this card is in your hand: You can shuffle 2 WATER monsters from your hand into the Deck; Special Summon this card (this is a Quick Effect). If you do, or if your opponent Special Summons a monster(s) from the hand and/or Extra Deck to their field, while this card is face-up on the field: You can reveal 1 Synchro Monster in your Extra Deck, except a monster that lists a Synchro Monster(s) as Synchro Material, then send a number of "Ice Barrier" monsters from your Main Deck and/or Extra Deck to the Graveyard, including at least 1 Tuner, whose total Levels exactly equals the revealed monster's; Special Summon that monster from your Extra Deck. (This Special Summon is treated as a Synchro Summon.) You can only use this effect of "Chanting Summoner of the Ice Barrier" once per turn.

As Ice Barriers are now, they technically can survive on their own (albeit having to resort to a Rank 4 engine featuring Bahamut Shark/Treatoad [i'm not calling it by its TCG name]). But right now, this card does give speed to the older variants (like they were intended to run); basically get a 2800 monster on board, and then Synchro Summon anything you want (well, 2 mat anyway; I suppose you could make Trish with this using any Level 4 Barrier [Pilgrim/Strategist/Dance Princess], Defender and Prior, but yeah.)

 

That being said though, this is the equivalent of an in-Archetype Dragon Ruler for them that doesn't necessarily cut your hand advantage (I mean, you can probably shuffle out duplicate Barriers you don't need right now); put into perspective, it outclasses Tidal to an extent and recall that it is banned (well, for being generic anyway). At the same time, suppose you can mill stuff for Gantala to revive later on, if you can afford to even get him out quickly enough in this day/age. Not comfortable with this ignoring Summoning conditions (and apparently Levels too, unless you still need to be exact). It'd be fine with being able to Synchro Summon via the Deck (as in send monsters whose total Levels equal whatever you're trying to summon), but not ignoring Level requirements.

Actually, and most likely unintended, but the Synchro summoning effect doesn't state the Levels of the milled monsters must be equal to the Synchro Monster you want to Summon, so you can mill any 2~3 Ice Barriers as long as 1 Tuner is among them.

 

That exploit aside, the worst this card can do is to drop Trishula during the opponent's turn as an pseudo-Quick effect, but given its harsh, -2 self-summoning effect, it should be bearable IMO. And when not summoning through its own effect, requiring the opponent to Special Summon from hand/Extra Deck makes it easier for the opponent to prepare for it by playing more passively, setting up a bait, etc.

That was the point, "Make Ice Barriers Great Again", plus I'm a sucker for new gimmicky ways to summon monsters (Contact Fusions, Accel Synchro, Xyz Evolution), although after I posted this (and I might change it If I feel the need), I might add the levels must equal the Synchro's Level, and not being able to Synchro Summon Shooting Quasar or any other Accel Synchro.
