It doesn't target but other than that, I'd say it has enough drawbacks, especially if you are using a Pendulum-centric Deck because it limits your columns even further.

IMO the effect can be written in a different way. Thinking something like:

This turn, take control of 1 monster your opponent controls in the same column as this card, and place it in your Monster Zone in the same column. You cannot activate this card in a column with an Extra Monster Zone.

 

And yeah, with 2 columns having Extra Monster Zones, and the Pendulum Zones now being in other 2 columns, it will be tricky to make effective use of this card. Your best chances are stealing a monster in the middle column.
