When this card is Link Summoned: you can send 1 monster on your opponents side of the field to the graveyard, then, Special Summon 1 monster with a different name from your opponents graveyard whose ATK is equal or less to the ATK of the monster sent to the graveyard by this effect to this cards Link Zone (if possible.)

Once per turn: you can inflict 1000 points of damage to your opponent for each "HERO" monster linked to this card.

At the start of the damage step, if this card battles your opponents monster: increase this cards ATK by 1000 for each "Elemental HERO" monster linked to this card during damage calculation only.

Must be Link Summoned and cannot be Special Summoned by other ways. While this card is face-up on the field or in your graveyard, this card is also treated as a Fusion Monster. Increase this cards by 300 for each "HERO" monster in your graveyard. When this card destroys a monster as a result of Battle, inflict damage to your opponent equal to the destroyed monsters ATK. Once per turn: you can target 1 monster linked to this card: this card gains the targeted monsters effects until the End-Phase this turn.

If this card is used as a Link Material for a "Elemental HERO" Link Monster, add 1 "Elemental HERO" monster and 1 "Polymerization" from either your deck or graveyard to your hand. You can only activate this effect of "Elemental HERO Storm Raiser" once per turn.

Target 1 "Elemental HERO" Fusion Monster you control. Return the targeted card to your Extra Deck, then, Special Summon 1 Level 8 or lower "Elemental HERO" Fusion Monster from your Extra Deck ignoring its conditions that's name is different form the targeted card.

Quick-Play Spell Card

Target 1 "Elemental HERO" Fusion Monster you control. Return the targeted card to your Extra Deck, then, Special Summon 1 LINK-2 or lower "Elemental HERO" Link Monster from your Extra Deck with a different name from the targeted card (this Special Summon is treated as a Link Summon.)

 

In terms of Link Support for HERO's I thought I work it as a form of Legacy Support with making original E-HERO Fusions into Link Monsters with their effects retrained and enhanced. Plus with Support like Storm Raiser where if you use it to Link Summon a "Elemental HERO" Link Monster, it will supply you the cards need to make a HERO Fusion Monster afterwards. Finally with HERO and Link Change since I made the Link Monsters also act like Fusion Monsters to Synergize with cards like Skydive and Legacy of a HERO they allow you to switch around your Elemental HERO Fusion and Link Monsters where in addition to this they are also searchable by Shadow Mist.
