Design Notes Below:

 

Spirit monsters return to the hand during the End Phase of the turn they were Special Summoned, so it is difficult to maintain field presence. This can be worked around with cards like "Spiritual Energy Settle Machine", "Mirror of Yata" and "Izanagi", which allow Spirit monsters to remain on the field in spite of their effects. Also, which in turn will stay on the field, since it will have been Special Summoned. Alternately, some cards provide positive effects whenever a Spirit monster returns to the player's hand: "Spirit's Invitation" forces an opponent's monster to return to the hand whenever a Spirit returns to the hand.

 

Since Spirit monsters only return to the hand during the End Phase of the turn they are Special Summoned, if they fail to return to the hand, such as due to "Dimensionhole" or "Forbidden Chalice", they will not return to the hand in subsequent turns.

You cannot Pendulum Summon monsters, except "Shino" monsters, ignoring their Summoning conditions. This effect cannot be negated. During either player's turn: If this card was activated this turn (Quick Effect): You can activate this effect: During this effect's activation, Special Summon this card as an Spirit Effect Monster (Dragon-Type/LIGHT/Level 1/ATK 0/DEF 0). Also, After That, After this effect's activation, Select 2 "Shino" Monster Card(s) AND 1 "Shino" Spell or/and "Shino" Trap Card(s) in your Graveyard. Then, your opponent must shuffle selected 3 cards in your opponent's hand. Then, your opponent must place selected 3 cards in face down in your Main Monster Zone(s). Then, select 1 selected face-down card. Then, your opponent must select other selected 1 Spell OR Trap Face-Down Card, then reveal it. Then, select 1 selected face-down card. Then, your opponent must select other selected face-down card, then reveal it. If it was a selected Monster Card that you select, then special summon it, ignoring their Summoning conditions. then send this card from your Extra Deck to your Graveyard. If it was a selected Spell or Trap Card that you select, then activate it.

Cannot be Normal Summoned/Set. Cannot be Special Summoned except with its own effect. During either player's turn: If this card is in your hand (Quick Effect): You can Special Summon this card. During either player's turn: If this card is in your Main Monster Zone(s) (Quick Effect): You send this card from your Main Monster Zone(s) to your Graveyard, then select 2 "Shino" Monster Card(s) OR 1 "Shino" Spell or/and "Shino" Trap Card(s) in your Graveyard. Then, your opponent must shuffle selected 3 cards in your opponent's hand. Then, your opponent must place selected 3 cards in face down in your Main Monster Zone(s). Then, select 1 selected face-down card. Then, your opponent must select other selected 1 Spell OR Trap Face-Down Card, then reveal it. Then, select 1 selected face-down card. Then, your opponent must select other selected face-down card, then reveal it. Once per turn, during the End Phase, if this card was Special Summoned this turn: Return it to the hand. During either player's turn: If this card is in your Graveyard or/and Extra Deck (Quick Effect): You can activate this card from your Graveyard or/and Extra Deck, then banish this card from your Graveyard or/and Extra Deck.

Edited Effects. Probably not 100% right, but it's good enough for now. (explained what was wrong on the last review):

Then, target 3 "Shino" cards in your GY, have your opponent randomly select 1 of them. If the selected card was a monster, Special Summon it. If the selected card was a Spell/Trap card, immediately after this effect resolves, activate it.

 

Monster: You can Tribute this card or banish this card from the Extra Deck, except the turn it was sent there (Quick Effect): Reveal 3 "Shino" cards in your GY, have your opponent randomly select 1 of them. If the selected card was a monster, Special Summon it. If the selected card was a Spell/Trap card, immediately after this effect resolves, activate it. At the end of the turn that this card was Special Summoned: Return it to the hand.

 

This is a WEIRD card. It's a Ritual monster with no Ritual anything involved. It's a Pendulum monster that can Special Summon itself from the Pendulum Zone, but has a Quick Effect without an effect Trigger that can Special Summon itself from the hand making that part pointless, and it still has 0 DEF which makes the fact that it's a Spirit monster redundant since it's almost mandatory that you activate the effect, which means it will never be returned to your hand. Sure it can do the whole "Monty Hall Problem" shenanigans twice in the same turn, which is fine, but that requires 4 "Shino" cards already being in the GY.

 

Took out a lot of the redundant wordings, and the weird Summoning conditions since this isn't even a Ritual monster, doesn't have to be a Spirit monster, and barely needs to be a Pendulum monster.

 

Also, the monster effect doesn't tell you what you do with the revealed cards, so I can only assume it's the same as last time.

 

Liked the last card, but this seems not like Shinobirds or Odd-Eyes. You could probably make your own archetype,

 

Also, your topic names. You don't have to put the number of cards and everything about the card. Just the card name, maybe a bit of what it does, or maybe even turn it into a click bait attempt.

 

Sorry for being a little harsh. Nothing personal, just would rather you learn these things now than later.

To be fair, this user's posting style is very identical, if not the same as a few users in the past who've gotten kicked from here due to various circumstances. Looking into the matter and determining an appropriate action. 

 

But other than that, it's literally just Shinobird support that just happens to play off of Odd-Eyes stuff due to the name for heck knows why. As already noted above, it's a Ritual without a corresponding card (yes, Odd-Eyes Advent exists, but you can't use it except Tributing copies of itself). Shinobirds are purely Ritual based; they have no room for Pendulums, especially with the new rules on them (if you've paid attention lately).
