A simple Quick-Play Spell that destroys things for a discard, though it has a twist, if you destroy something, the controller can send a card from their Deck to the GY with the same card type. This can be seen as negative for the cost of destroying an opponent's card or to benefit you in various ways.

Discard 1 card, then target 1 card on the field; destroy that target, and if you do, its controller can send 1 card with the same card type (Monster, Spell, or Trap) from their Deck to the GY. You can only activate 1 “Dark Storm” per turn.

Honestly, this probably doesn't need that HOPT. Otherwise, it's... Interesting. I guess you can pop and send your own stuff making this a unique Foolish, but I'm not much of a fan of going -3 to do it.

 

In terms of decks, BA and Cubics come to mind. The former cuz they all float while the latter because it unbricks their hands while giving them more S/T foolish cards while also further enabling Summoner Monk. Maybe Heroes too since Dark Law would stop the from getting the foolish effect and its a quick play that can throw Grave-oriented heroes where they wanna go.

 

That said, despite everything, this is still a targeting, destroying card that sets you back tons if you want to use it to progress your plays.

Yeah, this card looks average at best. You would need to discard, destroy and mill floating cards to benefit from it, but only breaking even. Using it on an opponent's card is even less appealing due to the -1 in a vacuum plus the chance for the opponent to mill a floating card or otherwise a card he/she wants in the grave.

 

The card may have a niche somewhere eventually, but seems more of a casual card to me than a competitive one.

 

 

EDIT:

Actually I take that back, it should be an ok card. Its niche may be too limited, but once it's there it can enable some plays. I cannot but compare it to using Transmodify, and its reverse variant, in Goukis, since the Gouki will float from the cost. If anything, the only issue is that it's combo-based in that you need 1 card to discard and 1 to destroy to take full advantage of it.
