Thomas★Zero
Wing Reviver lv 3 WIND Fairy/Effect When this card is Normal Summoned, you can banish this card; Special Summon 1 monster from your GY ignoring its summoning conditions and the monster summoned by this effect cannot be destroyed by card effect. You can only activate this effect of "Wing Reviver" once per turn. ATK/300 DEF/0 So Wing Reviver is a Monster Reborn based monster that can revive any monster from your grave while bypassing any summoning conditions at the cost of your turns Normal Summon. In addition it also gives that monster the added bonus of being protected by destruction effects when revived. In any deck this would be a nice staple for reviving any monster from your grave. Dova
At the very least, it should target, to allow your opponent to respond accordingly and to not allow you change your strategy to whatever you want at the last moment. I get that it is slower than Monster Reborn, as the Normal Summon isn't a resource people can just throw around, but the nomi-clause combined with the protection is enough on its own for one card. Does it make it playable? Perhaps in Fairy Decks...maybe even in Cyber Fairies, as they don't need their Normal Summon with the Field Spell and can search all LIGHT Fairies. I can't comment in its usage in meta mish-mash decks, as I have little experience with them, but there's not that much searchability, and relying on the GY isn't too reliable...yet other Decks have done so in the past, and Lightsworn with Brifu could easily try it by running an absurd boss in there.
