Ryusei the Morning Star
2 Light Dragon monstersLink 22500 ATK ● You can banish 1 Light Monster from your GY; Special Summon 1 Light Dragon Monster from your deck with 3000 ATK and 2500 DEF to a zone this card points to, ignoring its Summoning conditions. ● If a face-up "Blue-Eyes" monster on the field is sent to the GY by a card effect or because it was destroyed by battle: You can Special Summon this card from your GY. You can only use each effect of "Shining Nova Dragon" once per turn The card offers versatility and recovery to Blue-Eyes. It is an initial investment of 2 Light Dragons, which while do-able isn't Blue-Eyes' ideal T1 In return it can summon an instant removal card in the form of Blue Eyes Alternative White Dragon, or a 3.6K (2 dragons used to summon this) untargettable Beatstick in the form of Blue-Eyes Shining Dragon
Flash Flyer - Sakura
I'm not exactly keen on its summon conditions, taking into consideration that while it is highly unlikely you're running anything but Blue-Eyes nowadays in terms of LIGHT Dragons, yeah. It should either have a Level or archetype, though yeah, both of the Stones in Blue-Eyes (Ancient / Legend) aren't included as "Blue-Eyes" members by name, so... Then again, only other Deck that can realistically make this card otherwise with the conditions is Hieratics (though they aren't proficient enough on their own), but only purpose this card has in there is for summoning Blue-Eyes you run in there to Rank 8 or something (it's a Normal Dragon, so...it works). So, the summon conditions are alright for the time being (as they are, shouldn't be abused, and does let the Stones be used as material for it). Do need to mention it in the event Konami makes a new LIGHT Dragon archetype with better summon capacity and can field Extra Deck material faster, but we don't have it right now. ==== For the most part, you are generally limited to OG Blue-Eyes, Alternative and the aforementioned Shining (as I don't see a reason for running Toon Dragon or Photon Dragon in BE). That being said, Alternative's summon condition is not too difficult to pull off (well, assuming you haven't used all of them), so...guess it makes the dead ones live after that (if you end up going through copies 2 and 3). Shining is another matter though; this would make it playable since having to Tribute original Blue-Eyes Ultimate for it generally sucks. As for summoning OG Blue-Eyes, you already have a ton of summon options for it in terms of Maiden, Silver's Cry, Swing and I guess Azure-Eyes, though only Maiden can retrieve them (and yes, you need to get her targeted). Other effect is fine, given your stuff either will get blown up via removal (probably the Brandish backrow or some other destruction cards; haven't seen them get run over in battle too much). ==== Card seems fine for the most part though, however do note that this is being referenced from a TCG perspective. I don't know what the OCG format is like, but given your charts, they seem to not be making too much headway in MR4. (Could be wrong)
