"Blue-Eyes White Dragon" + 1 Level 2 Dragon-Type Tuner Monster

This card gains 500 ATK for each "Blue-Eyes", "Eyes of Blue", "Kaibaman" and "White Stone" monster in your GY. During your Battle Phase, if you control no other monsters: This card can attack once for each monster your opponent controls. No other effects can be activated during this turn.

Hmm I think the Tuner is always listed first in materials. See "Shooting Star Dragon" for a sample (Stardust Dragon is named after the Synchro Tuner requirement there).

 

It's a slight bit harder that your making of this Synchro can be disrupted by a Level-changing effect on Blue-Eyes since the Tuner HAS to be Level 2 no matter what. Although that's not too important with Level Eater banned and this kind of disruption being pretty uncommon. I think you could just write "+ 1 Dragon Tuner" and since Blue-Eyes is a Level 8, by rule of the Synchro mechanic itself, you'd already assume the Tuner to be Level 2 without having to state it.

 

Maybe those were intentional to make this harder to use? It does rule out Eyes of Blue and Stone of Legend monsters from being the Tuners since they are all Level 1. Best bet is probably a Hyeratic or Unexpected Dai engine to bring out a Galaxy Serpent for this to happen. Then it doesn't like company, just like Neo Blue-Eyes Ultimate Dragon.

 

The last effect needs specifications.

No effects during the turn it makes monster effects live? or no effects during the turn it is Summoned?

And if it is the second choice, then is it a "Chaos Emperor Dragon" clause? If so, it'd mean you can't use this effect if you have used any other effects that turn, and it not being an optional thing, it'd mean the card itself would not be a legal play to bring out until its conditions were right... This would be pretty convoluted.

If it's just a sort of "Ancient Gear" or "Utopia the Lightning" clause, then it shouldn't last the entire turn, just the battle.... the Battle Phase at most.
All in all, clarifications needed.

Other than that... Big beefy monster that can attack all monsters. It probably gains a bit too much ATK. Though it's hard to compare it until tested, looking at how we do have a card similar to this, Neo Galaxy Eyes Tachyon Dragon pretty much skips the opponent's turn and attacks 3 monsters, but tops at 4500 ATK, and can be brought out just by drawing "Rank-up Magic The Seventh One" and having a Zone for it to fall into.

 

I point towards it needing a nerf though, even for that standard.

Actually, there is only 1 Level 2 Dragon-Type Tuner. That would Galaxy Serpent. But since it does nothing for Blue-Eyes in any form, the idea was that this would literally be a very unexpected card to throw out there. Also, it just came to me that while Blue-Eyes does have Tuners, it has no Synchros. Just seems a bit odd to have so much Tuner support for an archtype and monster that doesn't support Synchro Summoning in the least.

There are actually more Level 2 Dragon-Type Tuners in the game. Galaxy Serpent is the only one that's also a Normal Monster, but other than that we have:

 

-Dragunity Phalanx

-Dragunity Aklys

-Dragunity Kuse

-Dragunity Javelin

-Dragunity Partisan

-Magna Drago

-Dread Dragon

 

As for Synchros for Blue-Eyes, although not a Blue-Eyes itself, look for:

-Azure-Eyes Silver Dragon

Although we also have 

-Blue Eyes Spirit Dragon

 

So actually they do have Synchro Monsters. Plus general high Level Synchro Dragon-Type monsters like Star Eater and Trident Dragon, although they've fallen out of favor a bit.
