When this card is Normal Summoned: Special Summon up to 2 Level 3 or lower "Ice Barrier" monsters from your hand and/or deck to your side of the field. Monsters summoned by this effect cannot be used as Link Material for a Link Summon. During the turn you activated this effect, monsters you control cannot attack directly.

So Winter is a Ice Barrier monsters that helps make Ice Barriers get some effective speed with their Synchro Summoning mechanics as it can summon 2 Level 3 or lower Ice Barriers from your deck to the field. Ideally you can do this to set up a Synchro Summon for Trish or through this effect set up some defence with Defender of the Ice Barrier and Secret Guards of the Ice Barrier.

 

In Ice Barrier this would be the decks go to card for both field set up and defence to help the deck flow more effectively.

I don't support this. IMO just because an archetype appears to be bad it doesn't mean they are fine to get something like this, a +2 Summon that easily sets up for Synchro plays, namely Trishula. And you would be surprised with the Xyz summoning power they have through Prior of Ice Barrier.
