Neo-Tempester monsters have 2 monster types. This is a property of the card like how much ATK it has rather then an effect.

If you control a "Neo-Tempester" monster, you can Special Summon this card (from your hand). You can banish 1 monster from your GY that has a Level; the Levels of all face-up "Neo-Tempester" monsters you currently control become the Level of that monster. If your opponent controls at least 2 more monsters then you do and there are 2 or more other "Neo-Tempester" monsters in your GY with different names: you can banish this card from your GY; create and add to your extra deck 1 synchro/xyz/link monster. Also draw 1 card and if its a "Neo-Tempster" card, you can reveal it and draw 1 more card. You can only use each effect of "Neo-Tempester Data Analyst" once per turn.

If this card is used as material for a Link or Synchro Summon: You can target 1 other "Neo-Tempester" monster in your GY, that was used as material for that Summon; Special Summon it in Defense Position. If your opponent controls at least 2 more monsters then you do and there are 2 or more other "Neo-Tempester" monsters in your GY with different names: you can banish this card from your GY; create and add to your extra deck 1 synchro/xyz/link monster. Also draw 1 card and if its a "Neo-Tempster" card, you can reveal it and draw 1 more card. You can only use each effect of "Neo-Tempester Data Compiler" once per turn.

If this card is sent to the GY as material for the Link or Synchro Summon: You can Special Summon this card, but banish it when it leaves the field. If this card is special summoned: you can excavate the top card of your Deck, and if it is a "Neo-Tempester" card, add it to your hand and if you do, you can destroy 1 monster your opponent controls. Otherwise, place it on the bottom of your Deck.

If only your opponent controls a monster, you can Special Summon this card (from your hand). This card can make a second attack during each Battle Phase. When this card inflicts battle damage to your opponent: You can add 1 "Neo-Tempester" card from your Deck to your hand.

If a monster you control is destroyed by battle or card effect and sent to the Graveyard: You can Special Summon this card from your hand. Once per turn: You can excavate the top card of your Deck, and if it is a "Neo-Tempester" card, add it to your hand. Otherwise, place it on the bottom of your Deck.

If this card is added to your hand, except by drawing it for your normal draw: You can reveal this card; Special Summon it from your hand. If this card is summoned while your opponent controls more cards then you do: you can add 1 "Neo-Tempester" card from your deck to your hand. You can only use each effect of "Neo-Tempester Scout Plane" once per turn.

When this card is activated: You can add 1 "Neo-Tempester" monster from your Deck to your hand. If your opponent controls more monsters than you do: you can Special Summon "Neo-Tempester" monsters with different names from your GY in Defense Position, up to the difference. While this card is in your GY, if you take damage while you control no monsters (even during the damage step): you can discard 1 "Neo-Tempester" card and shuffle this card into the deck; reveal 3 synchro/xyz/link monsters from your extra deck each with the same type as a monster in your GY and randomly special summon 1 of them but shuffle  it into the extra deck during your End Phase. You can only use each effect of "Neo-Tempester's Storm" once per turn. You can only activate 1 "Neo-Tempester's Storm" per turn.
