I wouldn't say the two are comparable tbph. Snatch Steal was a sacky 1-off that could steal games, whereas Snow is a utility card with various ways of getting to it. Not really tbph considering both cards were hit again for different reasons. On another note, this list also has some ramifications for past formats regarding Substitoad specifically.
