It is entirely possible Godwin was still in the area that would become Satellite when the Zero Reverse occurred. For all we know, Rudger could have stripped Rex of his position, basically making him a regular citizen after Zero Reverse. The true reason he went to Neo Domino City was not to achieve freedom, but to begin his path to Godhood. If he could make it so that three specific people, two of them being Satellite residents, would receive a specific one-of-a-kind trading card, he was able to advance through the rankings of Security in two years at most, judging from when Aki received her Deck. I've suggested this already' date=' but apparently such a claim was too hard for either Wyhe or Hallelujah to understand. Godwin has been known to pull Xanatos Gambits. (More like roulettes, actually.) I think it's safe to say that over 70% of the events that occurred after the Zero Reverse were all part of his Xanatos Roulette, namely how the Power Trio got their Signer Dragons and the entire Fortune Cup. After all, it is kinda hard to summon a Geoglyph (seen from opening) if you're not a Dark Signer. Trust me, I've tried. And here, I quote Rex:"In the end, the darkness consumed him." Since he was a Signer at the time, and became a Dark Signer, the above quote can be translated as: "Uru came in and kicked the Fifth Dragon's ass." The Fifth Dragon melded with the King of the Underworld, creating the shape we've seen in the last episode. However, something unexpected happened. Rudger cut off his arm, preserved the Head Birthmark. So forth, the Fifth Dragon lived on - as an shell of it's former self, Power Tool Dragon. It could have happened, but it's most likely wrong.
