I never found any uses for those. help Its a terrible attempt at trying to get the correct levels required to Synchro Summon Synchro Monsters as they require precise levels to be summoned. When the total Level of the Tuner monster and the other monsters on your field exactly matches the Synchro Monster's Level (no more, no less), That's exactly what your link says.
