It's a pretty good image since it's hand-drawn, but I don't like the border (sides of the image). Maybe add more color to those white spots.

 

OCG is pretty good. I think it should be:

"When this card is Normal Summoned, add 1 Fish-Type monster from your Deck to your hand. When this card is destroyed by battle, you can discard 1 Fish-Type monster to Special Summon this card from the Graveyard."

 

Also, where do you discard the monster from (talking about the second effect), the Deck or hand?

 

But it is a good card. My rating: 8.5/10.

I couldn't stop myself from doing this :Only 1 single OCG error i see is "may"(Old OCG), can be easily replaced with "can"(NEw OCG).

Did you use Paint to edit it on the computer? Because Paint < GIMP.

 

Use GIMP for backgrounds, and overall editing of the image. If you do not have it, google it, and download it. It is free.
