He looses his weakness to Chimchar and learns Earthquake which kills it. Piplup sucks because he ultimately looses his resistance to Chimchar when he gains Steel type as Empoleon and Chimchar's evo Infernape get Fighting. Infernape is an absolute beast that can sweep perfectly both ways - it's what Blaziken wanted to be but can't. It has access to STABed Close Combat, STABed Fire Blast, Nasty Plot AND Grass Knot to deal with Bulky Waters. By the time you have to worry about his defenses, he'll have single-handedly destroyed most of the opposing team, considering we're talking about in-game and its ridiculous AI.
