I mean... it punishes a specific type of card senselessly, and one that is pretty weakened as it is by being so slow - and punishes overall defensive play to the point where, in a pinch, Setting monsters for protection can end up being worse than summoning. DaD got hit in the balls, Synchros, well, they just stand behind you when you duel, hardly getting used anymore. Synchro's and the good Tuners got emo.
