You can activate the effect, but the effect will be negated if the monster is still face up on the field when its effect resolves. Stardust is in the grave, so it is not affected. That part of your statement is wrong... ok, I've been curious about this for a while, first time I heard this I got into a discusion with Crab Helmet....I need someone to explain me this rule, why can you Tribute Stardust for it effect when you are not supposed to be able to activate its effect. The reason "its a cost, its effect is activated in the Graveyard" makes sense but you are paying for activations on the field, where he doesn't have effect..wait what? I've never seen someone even mension the posibility of stardust not being negated by Plasma or this card anywhere except in this site... where did that statement come from?....
