It wasn't uncommon for gods to be shapeshifters. That said, I bolded the answer. While Rayquaza is much cooler, Osiris would win in a fight. Unless you take the Zeus-Poseidon-Hades analogy implied by the Legendary Ancients; in that case, it's more of Zeus vs Osiris than Rayquaza vs Slifer, and Zeus would win that.
