And now Departed has a purpose to life. This card is ineffective. Stopping draw phase being it's only effect makes it not worth Special Summoning. Which is the exact same thing that Yata Garasu does. You have just indirectly stated that Yata should be placed at 3. Not really.. this requires you to destroy an opponent's monster by attacking with this to stop their draw phase.
