Really, there's not much here that puts him over a monarch, since even though he can use his effect once per turn, he's likely to only get it off once anyway. Sparkman and Clayman are actually somewhat decent (Sparkman has SO much fusion support) that it's actually worth using in Evil/Elemental Hero decks.
