As for this card, it was originally a Frog key card, letting you easily swarm with up to 3 Des Frogs for Des Croaking, as well as powering up Beelze Frog. With Dupe Frog, among other cards, this isn't as useful anymore. The +1 to your hand and deck-thinning is nice, but Thunder Dragon is usually better for most decks.
