Kaiser Glider doesn't do anything like that. Slower: Both require one tribute, therefore equal speed. (Don't give me that overplayed "red" fad.) You mention it may not need a Tribute Summon, which would then make the card faster. So the term "slower monarch" is wrong on both counts.
