Because it reads "select 1 FACE-DOWN" card. I'm pretty sure your opponent would be smart enough to activate the trap, and I remember atleast 7 cards that outclass this.

Dood, this card's only problem is the face down thing, then again, it's the only thing keeping it balanced.

It's not run because Mystical Space Typhoon is better. If you need more S/T destruction besides MST and Heavy, run some Dust Tornadoes. That's why.

 

EDIT: I just realized I should clarify. The fact that it removes from play the card is not helpful - there aren't many ways to get back a Spell or Trap in the Graveyard, and even fewer than are actually used. Sure, there are potential situations it could be useful, but almost no likely situations. The fact that it removes any other copies of the card (assuming the card is a Trap) could be...moderately helpful. If you have a limited trap line-up and you used this on your opponent's Dimensional Prison, they lose 1-2 more, and you lose nothing. If you removed Mirror Force with this, your own Mirror Force is gone. Same to Solemn Judgment, Bottomless Trap Hole, Torrential Tribute, and Divine Wrath.

 

(We will not attempt to assess the usefulness of thinning your deck of Spells and Traps as opposed to monsters)

Even if you used a freaking MST, Heavy, or Dust Tornado -they can still activate the card. So really, they'd just be doing the same, if Nobleman of Extermination was activated.

Think of it just once. You hit a facedown card: Dimensional Prison. You haven't played any of yours yet. Your 3 Dimesional Prison go bye bye. (furthermore, they are removed from play, such irony). Same for Mirror Force, same for Bottomless. Unless, you aren't playing ANY of the Staples.

 

Also, as has been said, the facedown part is what kills this card's playability, because cards can be chained.

If you've read enough Featured Duels from the SJC/YCS, you would know how it works:

 

[Competitor A] set [N] cards face-down. He lost [Valuable Trap X] to Mystical Space Typhoon in the End Phase.

 

MST would only be used in other situations if a) there's a valid face-up target (i.e. Royal Oppression) or b) you're particularly nervous about a face-down. Nobleman of Extermination can be used for neither the first, nor for a), meaning it's all up to chance. And getting chance to work for you is like trying to use Infernity Mirage while your opponent has Royal Oppression.

I use it. Good for a one-off removal, might take out 3 cards at one. But yes, not as useful as MST.
