Indeed it can. And my reading skills apparently fail. But still, Stratos has more ATK than all of them and isn't as limited in its searching capabilities as the Gadgets. So shall we say that in the nebulous "good" format, Stratos is Limited, but it is probably fine @3 in the format in which we reside, as well as probable future formats? He was easy to search out and bring a d hero to start the d draw cycle of drawing practically half the deck. (no but it felt like it) Teledad is teledead so I think he can come to semi now. Konami is about to errata him for Masked and Vision Heroes. So they are looking closely at him. If you bump him up though you can't increase D Draw because you kickstart a very painful D Hero draw engine again. Something Kevin Tewart is on record as saying he personally hates. Right now Konami has to decide on whether or not they want a hero meta because with all their support it's going to happen. I'm praying super poly doesn't get hit in Sept. Would be very nice for heroes if they would bring him up to 2 or 3 but since this deck topped recently in japan http://shriek.twoday.net/stories/6399192/#seven Heroes would explode with multiple stratos.
