It implies at the same time. The trigger is "when your opponent Special Summons 2 monsters". If they Special Summon them one at a time, it never met the activation condition. Otherwise it would say something like "If your opponent has two monsters that were Special Summoned on their field".

It noticeably evades Starlight Road, by using "Send" over "destroy".

The problem is that very few cards Special Summon more than one monster at once.

The only thing appealing about this card is the fact it dodges Starlight Road and doesn't care about ATK points. Torrential Tribute and to a lesser extent Bottomless Trap Hole are better choices than this since they don't care about how the monster is summoned, how many monsters your opponent summons at once and in Torrential Tribute's case said monsters' ATK points. The fact they can be caught by Starlight Road can suck though.
