I don't think it could be abused.

The requirement is for the opponent to exactly have 4 cards in order to play it, so I don't see this card being run at 3.

Anyway, card isn't that awesome, it could be if the opponent couldn't set S/T cards neither!

EDIT: Wait, it needs exactly 4 cards in hand wtf! This card won't be awesome at all.

A deck that draws a lot would normally have more than 4 cards in hand.

This does not have the same requirements as Trap Dustshoot. Anyone who thinks that needs to read both cards again, slowly this time.

...This thing really can only be activated on your opponent's first turn or just after a Morphing Jar. This stops the Time Seal/one-sided Cold Wave from being broken.
