Lonk
A -2 Skill Drain that works in the hand as well. Cost is hefty, but at least it stops Machinas, Quickdraw, Kalut, Honest and a bunch of others. Though there are probably better options.
Canadian
Field Effects are still valid.... It'd make more sense for Konami to release something that just Negates monster effects that activate in hands. It's just aweful.
TheTurtleOnceCalledGod
It stops Stardust and so much more. If it were easier to activate, it would be more useful, but now, it pretty much needs a token deck to be abused.
Birkeland
So from what I gather here and from the Token Support in Storm of Ragnarok, Token Decks have begun to rise.

evilfusion
Tokens are definitely allowed. They can be Tributed and this didn't say "send them to Graveyard".
A -2 Skill Drain that works in the hand as well. Cost is hefty, but at least it stops Machinas, Quickdraw, Kalut, Honest and a bunch of others. Though there are probably better options.
It doesn't work on Fortress or Quickdraw. Those aren't effects activating in the hand, but Special Summon conditions. This is actually good (except for cost). It says "ACTIVATE" on the field or hand. It doesn't matter where the effect resolves. Meaning it will stop those pesky Skill Drain dodgers, like Stardust and Exiled Force. It'll stop Kalut, Honest, Effect Veiler, DD Crow, Gorz. Tokens are the best way to go for the cost. But it doesn't stop cards that activate in the Graveyard, nor does it negate the Continuous effects of monsters on the field. Toffee.
Nice of how we pointed out that the effects arent 'negated', they just cant activate them. Like how if you attack directly with a Watt Giraffe, and then Main Phase you Lightning Vortex, the opponent cant activate anything in responce to it. Hilarious. Sadface.jpeg
The only kinds of effects that activate are Ignition, Quick and Trigger Effects. Continuous Effects do not activate and Summon Conditions are not effects at all and cannot be negated.

However... What cards go well with Tokens that don't activate their effects on the field or hand? Unless you mean a deck that also uses tokens, but not as the main strategy. EDIT: @Evil: It says "neither player can activate", so I'm assuming that it means only manually-activated effects are negated. It doesn't say "Effect monster effects cannot be activated".
You still wouldn't be able to activate mandatory/optional trigger effects either. Mandatory Effects are effects a player is forced to activate and Optional Triggers are effect that you have a choice to activate. It still considers the player activating them. Any card that activates on the field or in the hand (either Ignition, Trigger, and Quick) cannot activate with Tyrant's Insults active.
......you read that wrong. I was comparing Wattgiraffe to this card, in terms of they keep the opponent from activating effects. So if Watt gets a direct in, and then on Main Phase 2 you use Lightning Vortex and they control a Stardust, it just has to sit there and die from it. >_> <_<
evilfusion
Bad analogy, then. Wattgiraffe locks all effects, S/T and Monster. This only seals Monster effects from the hand or field.

Zeppeli Gyro Supreme
Well, I dunno about this... But Mirage Dragon says "The effect of this monster makes your opponent unable to activate Set Trap Cards. Is it a question? o.x In any case, Mirage Dragon simply states "Your opponent cannot activate Trap Cards during the Battle Phase.". There's a difference between "activating a Trap Card" vs "activating the effect of a Trap Card". If it stated the latter, then they wouldn't be able to use the Ignition and Trigger-like effects of face-up Continuous Traps either.
