It has it's uses though. Monarchs, E-Con, and the aforementioned Substitoad, though I don't recall if it was banned or not. It's one of those cards that's "okay", but if it were given enough support it could become really, really broken. It's a good card. OT: As ! said, Caius is probably on of the best targets. But I don't see a reason to run it in most decks that don't use many Monarchs - wait, it skips your Battle Phase. I love how he actually finished his duel with Ishizu by summoning Blue-Eyes for game because a rod told him to. Skipping the Battle Phase is what keeps it balanced.
