Also Frognarchs.

Meh, I haven't played in forever so I don't know how big tributing is. It has it's uses though. Monarchs, E-Con, and the aforementioned Substitoad, though I don't recall if it was banned or not.

It's one of those cards that's "okay", but if it were given enough support it could become really, really broken. (Like, more tribute monsters with more overpowered effects that don't rely much on attacking.)

Ah yes, Kaiba logic. I love how he actually finished his duel with Ishizu by summoning Blue-Eyes for game because a rod told him to.

Skipping the Battle Phase is what keeps it balanced. I'd be asking for a potential list position if it didn't have that restriction.
