Depends on when they put the "cutoff" date for adding/programming cards. Despite the griping WC10 got for not having TSHD and WC11 for not having EXVC, it should be noted adding/programming one or two cards is infinitely easier than an ENTIRE SET. Me adding YVD cards demonstrated that. It was a hassle and that's not even programming the rules and effects into the game, that's just putting text in a specific format.

No, didn't notice, but was told. Which brings me back to the "cards are easier than Sets". If they included, say, Infernity Beetle, you'd have to ask why they didn't include other Infernities from the same set. Also, some cards may not have been released yet, but were completed and intended to be promos.
