Or does that not count? I hate things such as 'effect speed' and 'different kind of effects, e.i. trigger, continuous, etc. . .'. Better off sticking with what the card says, and the basics. [/quote] Panther Warrior's cost is part of its effect. Quickdraw Synchron and other monsters that state "this card cannot be used as Synchro Material/etc" are CONDITIONS. Conditions cannot be negated by Skill Drain or similar. Vayu is a trickster, since it specifically states "on the field", meaning its inability to be used as Synchro Material is an effect. Therefore, things like Debris Dragon not being able to use another level 4, or Synchro Summon a non-Dragon, will not be negated. Nor will this thing's inability to be used as Synchro Material.
