Not quite.
Almost all forms of draw have to equal out as a +0 in the end.

People don't realize that just because it's a technical +0 and there are other technical +0 cards that it can still be overpowered. We have tons of 0's with downsides that were meant to prevent you from splashing them or to limit the moves which you can make immediately following. If there weren't things like this slowing the draw down, then FTKs and OTKs would be much more consistent.

That's what I was getting at. Draw cards, to be balanced, are made to have a cost or downside that ultimately don't reap any advantage. 2 cards for Reckless is good, but the idea of drawing -5- cards in the hypothetical card is insane. 5 cards, even for 5 turns of not drawing further, would be excessive.
