Sure there is Utopia, but unless Exceeds become really broke, I don't see how people can afford to waste cards, especially w/ Librarian being released. Consider you will mostly be discarding an answer to your opponenets board(-Shien obviously) to get an answer to your opponents board out. While there is the first turn Exceed Possibilities, the best turn one for gadgets would to get out Steelswarm Roach...which is a less useful oppression. Gadgets really don't gain anything from Exceeds...other than a few options. Sure you do get some beatsticks in Utopia, Mainspring guy, and SSRoach, but so doesn't every deck that runs level 4s. You can either use Fissure that can be countered with magatama or summon [s]Zenmaister[/s] [b][color="#808080"]GEM-KNIGHT PEARL[/color][/b] and risk running into a Dimensional Prison. Also, I believe that Monk into [s]Zenmaister[/s] [b][color="#808080"]GEM-KNIGHT PEARL[/color][/b] is a better counter to Shi En than any other spell could be.
