TKRO is focused on anti-meta by preventing deck searching and similar, as well as being able to negate a SS, and has 1900 ATK with the LIGHT Attribute, so Chaos decks can use it as well. Black Horn is just a cheap alternative to Solemn Warning in preventing Synchro Summons and the like. TKRO is vulnerable to monster removal, which can easily cut short its "safety net", but Black Horn doesn't really set you back if it's destroyed. Black Horn isn't really a main deck card.
