Wisel's summon comes from his own effect. So it can't be negated by Rai-Oh.

That's exactly what I'm talking about. The article says you can negate the summon of monsters that have parenteses in their summoning condition that says from where they are summoned. Meklord has those parenteses, but it's not supposed to be negated by Rai-oh. The article is wrong...

Note that Wisel has a colon. Its Summon starts a chain. Or, at least it states it's only Summoned by its own effect.

Wisel wouldn't have "(from the hand)" in parenthesis like that. Also, since its a Trigger Effect, it would have a colon.
