I think 'Outside the Game' would refer to any card that isn't in either player's arsenal of cards.

Not sure how we're supposed to use this... Apart from lulzy EBI stuff which we probably use with other kardz.

Tell meh, how to use?

eg. = If the controller does not control, own, or carry a Field Spell card in their deck, and they know what the card name is and what it does without having to look it up, then this card can become a copy of that said card.

OP... that depends on how rare you think the card is. The way it was set was Parallel Rare which means only few exist. So one that would hypothetically have this card is not OP, just lucky IMO.
