Toffee.
No-List Fiber Jar deck-out is such a lulz deck. Slow, and inconsistent as all hell, but hilarious nonetheless. The card itself MIGHT have come off the list@1 if the meta was more about Banishing, rather then having your whole deck in the Graveyard. Legionnaire
I can actually see it coming off the list. A winning player using it only loses the advantage they built up and a losing player just brings their opponent to their level. The problems are nothing prevents it from using its effect repeatedly, and a clever player who can flip summon it could otk with the right hand after effect, or at least take a big swing. No way it's coming back.
.Rai
Using it in a tournament would be illegal anyway. Most matches have a time limit and this will double the time took on each duel a lot of the time.

Besides, it's not like any deck this format takes time to set up. Card messes junk up. If it reset life points, then yes, i probably would double the time for competition. As is, makes pushing for game easier than it already is this format and shouldn't be back. EDIT: Essentially ninja'd
